Merit and Good Conduct Badges from Ministry of the Army/陸軍省有功章 陸軍省善行章

Both badges were established by Army Order No. 3958 on July 1, 1937.

These were worn on the left side of the tunic under the uniform pocket.
When both badges are awarded they should be worn one above the other (merit badge is on top).
