On October 27, 1937, the Inner Mongolian prince Dewang (Demuchukdonglupu), under the patronage of the Japanese administration, held the Second Mongolia Grand Council (a.ka. Second Mongolian Conference) in Guisui City, announced Mongolia autonomy and established the Mongolian Union Self-Government. Appointed by the Japanese Kwantung Army, King Yun served as the chairman of the puppet autonomous government, and King Deok served as the vice-chairman. Because King Yun was ill, King Deok took over all the affairs of the regime. The Second Mongolian Grand Council also passed the organizational outline of the pseudo-autonomous government, stipulating that the government takes the inherent territory of Mongolia as its territory, and temporarily consists of the Ulanqab League, Xilingol League and Chahar.
