Born on October 25, 1767 in Amsterdam. Served in government positions in Amsterdam. In 1795, due to loyalty to the House of Orange, he was forced to resign. After the Peace of Amiens and the accession of Louis Bonaparte to the Dutch throne, Röell was appointed Secretary of State. In 1807 he headed the Dutch Ministry of Foreign Affairs. In 1810 he retired again and took up trade.
After the accession of Willem II, Röell was appointed Minister of the Interior of the Kingdom of the Netherlands.
Secretary of State for the Interior, from April 6, 1814 to February 19, 1817.
On July 9, 1819 he received a baronial title.
