This length sounds like a mistake.
1800 ri = (approximately) 7200 km.
Distance a little bit unrealistic for Manchuria (732,4 km²)
More realistic will be 六〇〇里 = 600 ri.

This manchurian workshop was active (at the very least) since 1933. Had main office in Dairen/Dalian. https://en.wikipedia.org/wiki/Dalian Three variants of workshop labels are known today. 1st variant.
