Rear-Admiral Charles Fournier /Charles Hyacinthe Raymond Léopold Fournier/ (1839 - 1896) was born in Négrepelisse on January 20, 1839 and entered the Naval Academy in 1856. Became Ship-of-the-line Lieutenant in 1866. Decorated with the Legion of Honor during the Franco-German War of 1870 for his action during the attack on Montretout. He was seriously injured in this attack. Frigate Captain in 1879. Took part in Admiral Courbet's operations in the China Sea as Commander of Éclaireur. Promoted to Ship-of-the-line Captain on March 20, 1896. Appointed Rear-Admiral on October 21, 1894 and became Chief of the Naval Staff in Brest.​
