On April 11, 1939 "Army Active Officers School Assignment Ordinance/陸軍現役将校学校配属令" Imperial Edict No. 135 of April 11, 1925/大正14年4月11日勅令第135号) was promulgated. Active-duty army officers were assigned to government and public schools to instruct and supervise the military training of pupils.​

On May 22, 1939 in commemoration of the 15th anniversary of the Edict enactment a special ceremony was held in Kōkyogaien square in Tokyo.
