    Both badges were established by Army Order No. 3958 on July 1, 1937. These were worn on the left side of the tunic under the uniform pocket. When both badges are awarded they should be worn one above the other (merit badge is on top). 有功章 - Merit Badge 善行章 - Good Conduct Army order No. 3958.
