These unofficial medals were manufactured by famous Suzuki workshop in Tokyo during 1890s.
Medals were available in pure silver, gilded metal and silvered metal and had diameter 30 mm.

The ribbon had the same color scheme as 1889 the Imperial Constitution Promulgation Commemorative Medal.

Although not all medals are found with this ribbon.

Could be a period replacement (but then again, workshop could use several different ribbons since this is unofficial medal).

Unsurprisingly (typical practice of many private manufacturers of badges and medals) workshop used this obverse design more than once.

Identical obverse, even ribbon is the same.
Inscription on reverse is completely different.
