This breast star belong to Lieutenant General Prince Yusupov Count Sumarokov-Elston Felix Felixovich (1856 - 1928). Prince Felix Sumarokov-Elston, father of the Rasputin murderer Prince Felix Yusupov, became officer in 1876, 1886 adjutant to Grand Duke Sergei Alexandrovich, 1908 - 11th commander of the 2nd Brigade of the 2nd Guards Cavalry Division, from 1915 Lieutenant General, Adjutant General of the Tsar and Governor General of Moscow. By marrying Princess Zenaida Nikolaevna Yusupova on April 4, 1882 in St. Petersburg, taking her name to prevent the extinction of the Yusupov dynasty, he became one of the richest men in the Russian Empire. In 1928 he died in exile in Rome.
