In the accompanying letter Tsar Nicholas II wrote that he wishes "to offer further testimony to my sincere attachment to France, as well as to my esteem and personal friendship for you"/"offrir un nouveau témoignage de mon sincère attachement à la France, ainsi que de mon estime et de mon amitié personnelle pour vous".
