Medal was established on December 24, 1932 and was awarded to those "who have made outstanding contributions to maintaining public security". It should be noted that only those who directly took risks while "maintaining public security" were awarded medal. Those who contribute to maintaining public security were awarded only the certificate of appreciation. Both medal and certificate of appreciation could be /at the request of the awardee/ replaced by cash award.​

Peterson in his Orders and Medals of Japan and Associated States gives wrong attribution of this medal.

"Mukden" instead of Fengtian Province.
Mind blowing "Peach Preservation Council" instead Maintenance of Public Order Council.

The medal diameter is also wrong. The actual diameter of the medal is 35.2 mm (not 33 mm).

Total height of the medal is approximately 61 mm.
