Association was active (at least) since Russo-Japanese War. One of the main purposes of the association was to preserve the memory (and remains) of soldiers and civilian employees who died in the wars.

Signed by Association President Nashimoto Miyamori Masao /also a President of Dai Nippon Butokukai/, Vice President Heihachiro Togo and President Tsuneu Machida.
