Sukegawa Seiji /助川静二, October 10, 1885 - September 10, 1974/ was born in Hokkaido in 1885. He graduated from the 19th class of the Army Military Academy. In August 1924, he was promoted to Army Infantry Major, and in March 1930, he was promoted to Army Infantry Lt. Colonel and attached to the 27th Infantry Regiment. In March 1932, he was transferred to the 7th Division Adjutant. On January 22, 1935, he was appointed Senior Adjutant in the Taiwan Army, and on March 15, he was promoted to Army Infantry Colonel. In March 1937, he became the commander of the 38th Infantry Regiment (North China Area Army, later Central China Area Army, 2nd Army, later Shanghai Expeditionary Army, 16th Division, 30th Infantry Brigade). When the Second Sino-Japanese War broke out, he was deployed to North China and participated in the Battle of Baoding. He then moved to Central China and participated in the Battle of Nanjing.
On July 15, 1938, he was promoted to major general and assigned to the 16th Reserve Division Headquarters, and on March 9, 1939, he was placed on standby and placed in the reserves on March 22. In March 1942, he became the Chief of Army and was appointed Japanese Governor of Kedah State. When Kedah State was incorporated into Thailand in October 1943 , he resigned from his position on October 18. He was conscripted on August 22, 1944, and appointed commander of the Kobe Regimental District , and on March 31 , 1945 , he became commander of the Kushiro Regimental District and commander of the Kushiro District, until the end of the war.​

Note that Seiji Sukegawa is wearing Type A 1938 Japanese wound badge that was issued for battle wounds https://asiamedals.info/threads/type-1938-japanese-wound-badges.26150/.
 
Seiji Sukegawa was wounded by bullet /bullet wound in his right thigh and abrasion wounds to his right thumb and right subclavian bone/ during a battle in North China on August 24, 1937.

Document for the wound badge was issued on September 26, 1939 and the very same bullet that wounded Seiji Sukegawa.
