Awarded to a Commissioner of the Chinese Maritime Customs George Fitzmaurice Montgomery (1861-1944). Montgomery entered the Chinese Maritime Customs in 1880 at the invitation of his godfather Sir Robert Hart, and was later to be joined in the Service by his younger brother, Percy. He retired in 1908.
