Wilhelm Fleischer was born on January 30, 1851 in Münster /Westphalia/. He, was a senior engineer in the Imperial German Navy and an expert in torpedo weapons. In 1881 he was assigned to the Imperial Chinese Fleet, and in 1889 he left the German Navy and entered Chinese service. Sometime between 1889 and 1895 he received the 3rd class 2nd grade of the Imperial Order of Double Dragon. In 1895, after his final return to Germany, he became head of the torpedo department in the Schwartzkopff-Borsig machine factory in Berlin. In this position he also received the 4th class Prussian order of the Crown. He died on January 15, 1919 in Berlin.​
