Toyohashi Army Training School was established in 1927 at the site of the 60th Infantry Regiment (now Aichi University) and the 21st Field Artillery Regiment (now Jishukan High School).

This school was a training institution for non-commissioned officer candidates, but after the start of the Sino-Japanese War, the military began also training reserve officers at this facility. In 1933 NCO education was discontinued and Toyohashi Army Reserve Officer School was opened. In 1934 Toyohashi Army Reserve Officer School was officially opened and began to fully train officers. In 1935 NCO education was discontinued and the school focused on training junior officers. In 1938 school was renamed Toyohashi Army Second Reserve Officer School. The First and Second Reserve Officer Academy were established in Toyohashi, and a combined total of over 30,000 reserve officers were sent to the battlefield from both schools.
