In 1845 a commercial port was founded in Novorossiysk. However only after the opening in 1888 of the Yekaterinodar-Novorossiysk railway line, which is part of the Rostov-Vladikavkaz railway, the committee of ministers recognized the paramount importance of the Novorossiysk port. By agreement with the government the Vladikavkaz Railway Company took over the reconstruction and development of the port. In 1887–1888 the first three berths were built to receive railway cargo, from which 12 large steamers could be loaded. In 1897 all the piers and extensive storage facilities were completed as well as protective piers, which ensured the safety of the harbor. The Vladikavkaz Railway Company had its own repair and mechanical workshops in the port, two mechanical plants that produced steam boilers and repaired cars and small ships. For the operation of all structures in Novorossiysk, the Society of the Vladikavkaz Railway formed in 1889 the Novorossiysk Commercial Commission Agency.
