In April 1921 the Shimoshizu branch of the Army Aviation School was established. It was responsible for education and research on tactics, reconnaissance, observation, photography, and radio telegraphy. In consideration of coordination with artillery target practice, the site of the school was selected in Miyakomura (present-day Chiba City), which is adjacent to the artillery practice range in Shimoshizuhara, Chiba Prefecture. In May 1924, the branch school became independent under the name Shimoshizu Army Flying School and came under the direct control of the Army Aviation Department Headquarters. In the same month, the Army Flight School Ordinance stipulated that the school would carry out education and research on various academic fields such as tactics, reconnaissance, reconnaissance maneuvers, communications, and photography, as well as related equipment.
