The hexagonal scepter is divided into parts by rollers and ends at the bottom with a figured tip. The intricately profiled upper part of the scepter, assembled from different-sized parts, ends with three figures of eagles with paired wings. Above the heads of the eagles is a crown topped with an uncut emerald and two pearls.
In its form and a number of details, the scepter is close to a similar royal insignia of the late 16th – early 17th century, which was part of the Grand Attire of Tsar Mikhail Fedorovich. At the same time, the decorative solution of the scepter of Tsar Peter Alekseevich reflected the artistic trends of jewelry art of the last decades of the 17th century. The painting of black and pink enamels on a white and blue background used in its decoration, decorating the plant ornament of miniature, gracefully outlined tulips, leaves, tendrils and curls - all this finds numerous analogies in the products of the Kremlin jewelers of the 1680-1690s.​
