Both were awarded by Russian Tsars to Sultans.
Most likely by Alexander II to Sultan Abdülmecid on July 3, 1859 and to Sultan Abdulaziz on April 17, 1871.
Both currently in the Imperial Treasury Topkapı Museum together with breast stars.
Another very similar badge in the collection of the Treasury of National Jewels Central Bank of the Islamic Republic of Iran (note slight differences in design and missing stone).
It was awarded to Naser al-Din Shah Qajar in 1873.
