It is widely - and wrongly - believed that all Non-Christians were awarded only and only with Non-Christians versions of Russian Imperial orders, while in fact they were allowed to choose between two versions (for Christians/for Non-Christians) of the order.

The only question is whether he received this Anna of his own request (dubious scenario) or because at the time of award there were no Non-Christians orders available.
