Seizaburō Kobayashi (
小林省三郎; September 5 , 1883 - April 22 , 1956) was born in Niigata prefecture. His ather who a landowner. Without graduating from junior high school, he took a exam and in 1900 he entered the Naval Academy (31st class). Among his classmates were future admirals Koshiro Oikawa, Kiyoshi Hasegawa, Takayoshi Kato and Ken Terajima. He graduated from the Naval Academy on December 14, 1903.
