In July 1920, Zhang Zuolin established the Aviation Office of the Three Northeast Provinces, and built an airport on the open land of the Dongta Agricultural Experimental Field in Fengtian.

On September 1, 1922, the Aviation School of the Three Eastern Provinces was established in Fengtian, with Zhang Xueliang as the principal of the aviation school. In September 1923, Zhang Xueliang became the head of Northeast Aviation Department.

Zhang Xueliang immediately reorganized the Northeast Aviation Department into five brigades/teams: Flying Dragon Team, Flying Tiger Team, Feipeng Team, Flying Eagle Team, and Flying Leopard Team. Zhang Xueliang personally served as the captain of the Feipeng team. At that time, Northeast Aviation had more than 50 aircraft and nearly 100 pilots. Subsequently, Zhang Xueliang expanded the air force. He successively purchased 9 reconnaissance planes, 8 seaplanes, 9 bombers, 5 fighter jets, and invited instructors from Italy, Germany, the United Kingdom, Japan and other countries.​
