Short history of Anzali-Tehran Road Society.

In 1893, the Persian Insurance and Transport Society of L.S.Polyakov acquired a concession for the construction of the Anzali-Qazvin road. Soon the Anzali-Qazvin Road Society was formed which in 1895 received the right to continue the road to Tehran and Hamadan. At the end of the XIX century Society was allowed to issue 4.5% bonds with a total value of 5 million rubles. All of them were completely acquired by the State Treasury. As a result all control over the activities of the Anzali-Tehran Road Society was concentrated in the hands of the Minister of Finance Sergei Witte. At the general meeting of shareholders on October 2, 1902 pressure was put on L.S. Polyakov, the old members of the board resigned and was decided to transfer the board of the Company from Moscow to St. Petersburg, and its new composition was elected by order of the Minister of Finance. The Anzali-Tehran Road Society was headed by an official for special assignments of the Ministry of Finance, a communications engineer, collegiate adviser Stanislav Karlovich Podgursky. The Management Board of the Society was located in St. Petersburg at Liteiny Prospect, 55.
