In the Russian Empire the Chapter /Капитул; Сapitulum/ of Russian orders was divided into four classes: the orders of St. Andrew the First-Called, St. Catherine, St. Alexander Nevsky and St. Anna. The administration of the chapter house included the Master of Ceremonies. His costume was distinguished by a mantle and a black velvet hat with an St. Andrew's cross sewn from a blue ribbon. The Grand Master of Ceremonies had an ebony cane with interchangeable knobs.
