Reverse marked Rundell, Bridge & Rundell jewellers to their Majesties (London firm of jewellers and goldsmiths formed by Philip Rundell (1746–1827)and John Bridge (baptized 1755–1834)).

Most likely breast star was commissioned by Russian diplomat Fedor Andreevich Buhler/Фёдор Андреевич Бюлер (or his grandfather Karl Yakovlevich Buhler https://asiamedals.info/threads/con...rders-of-baron-karl-yakovlevich-buhler.23508/)
