Born January 1854 in Iwate Prefecture Takahira served as ambassador to the Netherlands, Italy, and Austria-Hungary from 1892 to 1899, to the USA from 1900 to 1905, to Italy from 1907 to 1908, and to the USA again from 1908 to 1909. He participated in the negotiations leading to the signing of the Treaty of Portsmouth in 1905. In 1908, Takahira concluded an agreement on Pacific affairs with E.
