モスコウ府 接伴御用掛ケルツユリヲ - Moscow Prefecture Seppan ([to] Entertain [guests]) Goyogakari (Commissioner; Government Official Assigned to Perform a Certain Task) Keltz Yuriwo (most likely garbled translation of Yuriy Kelts/Юрий Кельц).

On display with a phantasy attribution "Document of the Japanese Government on awarding city of Moscow with the Japanese Double Order of the Rising Sun". Moscow as awardee is nothing but pure nonsense. "Double Order of the Rising Sun" most likely false translation or misinterpretation of the modern name of the 5th class Rising Sun order: Order of the Rising Sun with Gold and Silver Rays /Double Rays/.
