Marked with a partly readable maker's mark "[К]Ф" for Карл Фаберже /Carl Fabergé/, partly readable St. Petersburg assay office gold hallmark from 1899-1908 time period.

Cross was commissioned by Major General Andrey Trofimovich Arkannikov.

Andrey Trofimovich Arkannikov (Андрей Трофимович Арканников; July 4, 1856 – October 29, 1916) dedicated his life to cavalry service. He became an officer in 1877. He served for a long time in the Cossack troops and army cavalry. In 1884, he received the rank of captain, later lieutenant colonel and colonel. Participant in the Russo-Turkish War of 1877-1878. From 1886 he was the chief of staff of the General Staff, from 1892 the head of the chancery of the headquarters of the Caucasian Military District, and from 1898 a clerk of the chancery for troop mobilization. In 1906 he retired with the rank of major general - it was on this occasion that he was issued this certificate (dated May 31, 1906), confirming his status and rights in civilian railway (the right to travel in a first-class carriage with a second-class ticket, or in a second-class carriage with a third-class ticket). Despite his advanced age and retirement, he returned to service for the Fatherland with the outbreak of war and served as an inspector of medical institutions. He died in Petrograd in the autumn of 1916.​
